Now Accepting Submissions to Become a Potential Becket IYS Hub in Newfoundland and Labrador

Becket is now accepting Expressions of Interest (EOIs) from organizations in Central Newfoundland and Eastern-Rural Newfoundland that are interested in helping bring Integrated Youth Services to their communities.

Becket is Newfoundland and Labrador’s network of Integrated Youth Services (IYS) hubs. From mental health and primary care to employment, housing, and community supports, Becket connects young people ages 12–29 with the services they need — all in one place.

Today, Becket hubs are operating in St. John’s and Western Newfoundland (Corner Brook), with a third location set to open soon in Labrador (Happy Valley-Goose Bay). As the network continues to grow, Becket is seeking community partners to help establish the next hubs in Central Newfoundland and Eastern-Rural Newfoundland.

This Expression of Interest process is an opportunity for organizations to share their community’s strengths, partnerships, and vision for supporting young people — and to help shape the future of integrated youth services in Newfoundland and Labrador.

What is an Expression of Interest (EOI)?

An Expression of Interest (EOI) is the first step in identifying potential new Becket hubs in Central and Eastern Rural Newfoundland and Labrador. The process is designed to help us understand your community’s interest, local readiness, existing strengths and partnerships, and vision for youth wellbeing.

At this stage, communities are not expected to have finalized plans, confirmed partnerships, or a fully developed service model. Instead, the EOI is an opportunity to share your community’s interest, ideas, and readiness to welcome a Becket hub.

Who Can Apply?

The following groups are eligible to submit an Expression of Interest to become a Becket Lead Agency:

• Non-profit organizations
• Registered charitable organizations
• Band and Tribal Councils
• Indigenous communities, including First Nations, Inuit, and Métis communities
• Municipalities
• Post-secondary institutions

What is a Lead Agency?

A Lead Agency is the organization responsible for helping coordinate and lead the implementation of a Becket hub within its region. For example, the Lead Agency for Becket Labrador is the Labrador Friendship Centre, while the Lead Agency for Becket Western NL is Vine Place Community Centre.

Lead Agencies are not expected to deliver every service themselves. Rather, their role is to foster collaboration, strengthen partnerships, and help coordinate an integrated network of supports that reflects the unique needs of their community.

How to Apply

Ready to apply?

Submitting an Expression of Interest is simple. Eligible organizations are invited to submit a concise Expression of Interest letter in either Word or PDF format.

Your submission should respond to the four EOI sections outlined below and provide an overview of your organization’s experience, partnerships, readiness, and vision for bringing a Becket hub to your community.

Once complete, please email your submission to info.iys@choicesforyouth.ca by August 10, 2026.

After the submission deadline, Expressions of Interest will be reviewed by the Becket team. Selected applicants will be invited to move forward to the next stage of the process, which includes submitting a full proposal and participating in additional discussions about establishing a Becket hub in their community.

What Should Your EOI Submission Include?

The EOI is organized into four sections that help us better understand your experience, readiness, and vision to bring a Becket hub to your community.

EOI Section 1 – Lead Agency & Organizational Capacity

This section focuses on your organization’s experience and capacity to help lead a Becket hub.

You may wish to highlight:

• Experience supporting youth and families
• Community relationships and partnerships
• Experience in areas such as mental health, housing, or employment
• Collaborative leadership experience
• Understanding of local youth needs

EOI Section 2 – Partnerships & Integrated Services

This section is about collaboration and community connections.

You may wish to describe:

• Existing relationships with Newfoundland and Labrador Health Services
• Connections with schools and educational institutions
• Relationships with housing organizations and youth-serving agencies
• Partnerships with Indigenous organizations
• Connections with municipalities, cultural groups, and community organizations
• Opportunities for future collaboration

Formal agreements are not required at this stage. We simply want to understand existing relationships and collaboration opportunities.

EOI Section 3 – Readiness & Infrastructure

This section focuses on your community’s readiness to move this work forward.

You may wish to include information about:

• Potential spaces or location ideas
• Existing infrastructure
• Staff capacity
• Community support
• Existing partnerships
• Capacity to support implementation timelines

Communities do not need to have a finalized site or building plan in place.

EOI Section 4 – Community Vision

This section is your opportunity to tell us about your community and what makes it unique.

You may wish to share:

• Local youth strengths
• Community innovation and opportunities
• Rural perspectives and priorities
• Cultural strengths
• Existing youth leadership
• Community goals for IYS

Every community is different, and those differences are part of the strength of the Becket model.

Frequently Asked Questions

Do we need every partner confirmed?

No. We understand that this is an early-stage planning process. Formal partnership agreements are not required at this stage.

Do we need a finalized building or renovation plan?

No. Potential ideas, opportunities, and readiness discussions are sufficient for this stage of the process.

Do we need healthcare services already integrated?

No. Part of this process includes working alongside Newfoundland and Labrador Health Services and community partners to strengthen integration over time.

What makes a strong EOI?

Strong EOIs are not necessarily the longest applications or the most polished submissions. The strongest submissions clearly demonstrate:

• Collaboration and partnership
• Community readiness
• Youth-centred thinking
• Understanding of local youth needs
• Commitment to integrated care
• Interest in learning and growing together
• A clear vision for supporting youth wellbeing

We encourage communities to focus on their local strengths, partnerships, and aspirations for young people.
